From the Rugged Scaffold base, go between the two paper bags to the left of the base (if facing north). Continue moving forward until you meet an electric gate, there will be a dwarf bulborb there so be cautious. Destroy the electric gate and go straight ahead to the body of water surrounding the Dandori Battle. You will need 20 ice Pikmin to freeze it.
