The False Lollipop is completely submerged under the water and sand on the southern half of the western edge of sublevel 1 of the Seafloor Resort. To retrieve it, you must send 5 Pikmin to pull it up from the fishing rope still on the shore. After it has been surfaced, you must throw 5 Blue Pikmin at it.
