This may be kind of obvious, as it is mentioned in a data file, but if a leader is standing nearby, the Desiccated Skitter Leaves are unable to attack Pikmin at all. ::I just checked, and they have a bit of a different behavior. They're scared of leaders, and if one is near a hiding Desiccated Skitter Leaf, it will continue to hide to avoid being detected. They can come out of hiding if a leader bumps into them, though. If they're not hiding, then they'll run around in a panic, in an attempt to evade the leaders. This doesn't stop them from eating Pikmin in my experience, but does make them much less likely to do so.
