The Stuck Compass is a treasure found in hp. It is actually a silver wristwatch with a black face.

After getting to the point in the level where you see Yellow Pikmin on a vine, call them and continue forward. You need at least 8 Pikmin for the treasure, so don't lose too many. Once you get to the vine, climb it, then jump on the Bouncy Mushrooms. Go left and push the iron block. Now you can get the Stuck Compass.
