In the room with three Fiery Young Yellow Wollywogs, there is a set of blue elevator platforms.  Climb onto the lower one and raise it up.  There is a doorway on a ledge that is now in reach of Olimar’s jetpack.  Going through the door brings you to a small room with a few fire geysers and the treasure sitting on a semisolid platform.  Jetpack onto the ledge on the left, then over to the treasure, avoiding the jets of flame.
