The True Goo is located inside a hydro jelly in the bottom left corner of Sublevel 2 of the Subzero Sauna in the Serene Shores. It should already be frozen, meaning Ice Pikmin aren’t mandatory to collect it. To collect this treasure, you must first burst the hydro jelly, then throw 3 Pikmin at it.
