The Stone of Advancement is on a high platform to the right of the S.S. Shepherd. To knock it loose, you need to charge into the wall with Oatchi. After a brief cutscene, you will be able to collect the treasure, provided at least 7 Pikmin are brought after discovering the Red Onion.
