The False Lollipop is completely submerged under the water and sand on the bottom half of the left edge of Sublevel 1 of the Seafloor Resort in the Serene Shores. To retrieve it, you must send 5 Pikmin to pull it up from the pulling system still on the shore. After it has been surfaced, you must throw 5 Blue Pikmin at it.
