Vulpes cauda, this is not the scientific name given by humans.
A Foxtail is much like a Horsetail, except, it is much lighter looking, and blows in the wind. It also has a more soft and puffy top, not to mention that it actually produces leaves. This plant is about slightly less as rare as the Dandelion family members, but still can be found in several places. The Valley of Repose, despite its unforgiving climate, yields some in a few corners and spots. The only reason this probably is true is that they begin to spawn in the fall (i.e. Wistful Wild) and vanish after the end of winter.
Olimar's Notes
This plant remains erect after withering and losing it's color, so we can only hypothesize about the true color of the plant's plumage. However, local soil analysis indicate trace ammounts of dormant seeds, making it not hard to imagine that the area was thick of these plants in the summer.
