The Mood Slicer is located in Gale-Force Glen. It is actually a pocket razor knife. It is found in the area to the left of the cave entrance after the Mockiwi.

After entering the cave, walk to the left. Climb up the vine, and you should see the treasure. You should also be cautious to take out the Grabbits after climbing up the vine. Have your Winged Pikmin destroy the dirt blocks to drop the treasure down.
