The King of Bugs is really just Louie, Olimar saved him after he defeated the Titan Dweevil (sublevel 14 of the Dream Den), and apparently, they needed to put him in the Ship's Pod. Louie now insists that everyone address him by his "proper title", the King of Bugs. It could be believed that Louie was actually controlling the Titan Dweevil, he was not even harmed when he was captured and saved.
