The Dimension Converter is on a ledge slightly south of center of sublevel 2 of the Plunder Palace. To collect this treasure, you must access the end of the cave with the airstreams set to their default; then, take the nearby fan to land on the ledge. Then, throw 10 Pikmin at it.
