Ok, I think the Valley of Repose IS the Forest Navel. It DOES have the same layout, just the walls look different, leading to a map difference, the area where the Libra is is gone and the Beady Long Legs arena is more spherical. Also, it's at a different angle. My explanations for everything:
1. The walls are different. This is because the cave collapsed and left different walls.
2. The Libra's platform and the walkway to it are gone. it was above a bottomless pit. A collapsing cave would have knocked it down.
3. Beady Long Legs Arena is more round. Cave collapse.
4. You said that it was strange that the Forest Navel could have collapsed and left no evidence of a collapse. Well, maybe there IS evidence of a collapse. It's not like you could see that under all that snow.
5. You said trees wouldn't grow in that small window of time. Don't forget, the Pikmin world is TINY. Those would just be tiny saplings to us.
