The Mood Slicer is a treasure located in Gale-Force Glen. It is actually a red box cutter with a black circle near the round end. It has a long silver blade, and is about 7 times the width but about the same height as Captain Olimar, being one of the longest treasures in the game. It is found in the section to the left of the cave entrance after the Mockiwi.

After entering the cave, walk to the left. Climb up the vine, and you should see the treasure. You should also be cautious to take out the Grabbits after climbing up the vine. Have your Winged Pikmin destroy the dirt blocks to drop the treasure down.

The S.S. Dolphin II tells me that this crafting device lets you cut things whenever you feel like it. So what if you don't feel like cutting things but have to anyway? Does it still work? It's odd to think of one's mood affecting one's capabilities. Then again, I remember how fast our sluggish president ran when the bill collector visited. So maybe it's not so strange.
