If you have blues, then swarm it. Otherwise, wait until right after it's done shooting water, then swarm it. If your Pikmin get hit with water, call to them and they'll be fine. A different stratagey is: if you don't have blues, either swarm it or throw Pikmin on top of it. When it bucks, call all of your Pikmin off it and throw them back on when it stops bucking.
Simply swarm. The Pikmin should be called back when the Blowhog begins to buck. If the Pikmin are thrown off, then they usually get deflowered, and non-Blues will have trouble with the water jet. Calling the Pikmin with the whistle will save them if they get in contact with the water.

Simply punch it until it's dead, running when it honks (this means it'll try and buck you away). There is a position where a captain can stand and punch it without being hit when it bucks.
