It is inside of a Burrowing Snagret at the bottom left of the Blossoming Arcadia. To collect this treasure, you must defeat the Burrowing Snagret, then throw 5 Pikmin at it.

Surely such a large brush could be used to scrub a great many things. The mind boggles at the possibilities! Of course, one must use such a powerful tool of cleansing wisely. Think carefully before you proceed!

Olimar's Notes

I'm reminded of a toothbrush I used when I was a kid. I always wanted to brush my own teeth, so when my mom finally gave up helping me, it was a sweet victory! Unfortunately, that's when I started to get cavities. I guess that's the price of independence.
