The Mood Slicer is located in Sector 5, Area X, Gale-Force Glen. It is actually a pocket razor knife. It is found in the area to the left of the cave entrance after the Mockiwi.

The S.S. Dolphin II tells me that this crafting device lets you cut things whenever you feel like it. So what if you don't feel like cutting things but have to anyway? Does it still work? It's odd to think of one's mood affecting one's capabilities. Then again, I remember how fast our sluggish president ran when the bill collector visited. So maybe it's not so strange.

The treasure is located in the 4th area, right after the Mockiwi. After entering the cave, walk to the left. Climb up the vine, and you should see the treasure. One should also be cautious as to take out the Grabbits after climbing up the vine. Have your Winged Pikmin destroy the dirt blocks to drop the treasure down.
