Works on Wii (that is, the GCN game on the Wii, not New Play Control!), and it can be done at any time in both versions of the game.  It does the same thing as the actual console's reset button, yes.  Quite a few games have this (the same combination too) - SSBM, SA2B, Metroid Prime...{{User:Greenpickle/sig}}
