''Xeno'' is an adjective which means strange, foreign, or alien. It's related to the word ''xenos'' which does mean stranger, foreigner, etc. I'm pretty sure ''xenophobia'' is actually derived from ''xenos'', so sometimes when you see ''xeno'' you just have to judge whether an adjective or a noun would fit better. In the case of ''xenoflora'', ''strange plant'' makes a good deal more sense than ''stranger plant''.
