Images from new games are generally prioritized after old ones. For instance, nearly every P3 enemy is taken from a screenshot in-game, but with a white background (at least I think), rather than concept art from P2. The same could easily apply to leaders. I also feel the clay art also strays to far from his in-game appearence, and has a particular style that is quite different than any other art depictions in the series. This is why it should stay in the gallery.
I overall think it's fine, besides the fact that it is from an unused cutscene that may not be canon.
