I'd imagine the reason it isn't is because it doesn't control ''your'' Pikmin nor is a clear rip-off of an enemy leader (like the Scornet Maestro), but there's no real reason for the Scornet Maestro and the Spotty Bulbear to be defined differently (Dwarf Bulbears can appear without Spotties? So can Scornets). I'm still somewhat apprehensive about doing it myself- it has quite a few exceptions to the 'rule' that the others have set- but I'm on board with believing this is true.
