I don't know what happened when your old group of mods left, but I personally, as with GP and JJ I'd say, do not plan on simply leaving without making sure there's a successor. In that case, it really should be fair to give him his powers back. However, it seems that he's been accused of vandalism or something. If that's the case, and the debate is to whether he'd use the powers to destroy or not... Well, given the nature of wikis, I think it's easy to just give him his powers. At the slightest sight of abuse, he gets them stripped out immediately. If he did something bad, edits and such can be reverted. Unless this is a debate for owner powers. As far as I know, an owner can completely and irreversibly destroy a wiki. If he's just asking to be an admin like he was, he should get the powers back, like I explained.
